Ten islands, nine of them inhabited, split Cape Verde's small online market, and that geography is what makes it distinct. Storefronts, news and search are in Portuguese, while Kriolu is the everyday spoken language. The escudo (CVE) is pegged to the euro, and hotels and tour operators on Sal and Boa Vista often quote euro prices directly, so rate comparisons usually carry two currencies. Demand divides between the tourist islands and the population centres. Sal and Boa Vista hold most of the all-inclusive resorts that European package operators such as TUI sell, so hotel rates and flights to those islands are the most-watched prices. Praia on Santiago and Mindelo on São Vicente are where local shoppers and businesses are. Inter-island flights and ferries shape delivery times and prices between islands. For publisher monitoring, Expresso das Ilhas, the weekly A Nação and the state news agency Inforpress are the main local outlets.
Google is the dominant search engine, and Portuguese queries from Cape Verde return local pages alongside results from Portugal and Brazil, so rank checks should run from Cape Verdean connections. The country was early to regulate personal data: Law No. 133/V/2001 of 22 January 2001 sets the general regime, amended in 2013 and again by Law No. 121/IX/2021, and the Comissão Nacional de Proteção de Dados (CNPD) enforces it.
More Cape Verdeans live abroad than in Cape Verde itself, and that diaspora is part of the market. The largest community is in Portugal, followed by the United States, where Cape Verdeans have long been concentrated on the New England coast from Providence to New Bedford, with sizeable groups in the Netherlands and France. Families abroad pay for goods, services and travel for relatives on the islands, and Cape Verdean businesses and media address them directly. A campaign or price check can therefore have two audiences: residents browsing in Praia or Mindelo, and Cape Verdeans in Lisbon, Rotterdam or Boston who follow the same brands and publishers from abroad.
